The only way I've ever been informed is when waiting in a queue for some sort of customer service. You get the "Your call may be recorded for instructional purposes" or whatever the excuse is. I've always assumed that it is being recorded anyway.
If there is a legal requirement, in your area/country to let all callers know that they are being recorded, and all callers don't go through an IVR or wait in a queue, where they can hear such a recording, then the person answering the call is going to have to inform the caller themself. Or...maybe, a quick "this call may be recorded" as a substitute for ringback tone?
