If just the Mgnt Console was stopped, he'd still get the 3CX login page. At least from my experience.

You should have a customer ID you can login to with here: https://customer.3cx.com/login.aspx It's supposed to let you control ip changes.

If it's such an important system that an hour of downtime will cause a panic, it really needs a fallback pbx. Have you tried accessing the Mgnt Console through just the IP? Something like https://ip:5001 ? It should be back by now.

Probably, when you have access to the Mgnt Console again, check under 'phones'. There's a button called "Phone UI" which should take you there.
