3cx email delayed delivery

We have noticed a very annoying delay in email delivery for admin notifications. When we reboot the server, or restart the services...the trunk notifications happen right away. However, when we have an event occur(like network dropping out), where our trunks go offline, then back online, we get email notifications for 2 days past the event. The ID on the emails is the same. DNS resolution.Network Failure ID 12293, but the times inside the emails changes. We also get Registration for trunk messages at the same time. We have 3cx pointed to our exchange server. We can find no indication that our exchange server is causing the delay, such as refusing, or tempfailing messages.

Does 3cx have it's own mail server that is causing this?
can we clean out the queue to prevent this from spreading out over 2 days?
Is there a setting, so that we can have all messages go at the same time, or only trigger one message per 10 minute interval?
