After your download the 3CX PBX installer, right click on it and go to properties. You will see a button that says "Unblock". Click it and then hit ok. If you skip this step you may run into problems during the installation of 3CX or upon first start up. This step should be completed regardless of permission levels. The symptoms of skipping this step will cause the installation to fail, or cause weird errors including database service failed to start. Firewall polices not automatically installed, 3CX Installed but Cassini envelops permission errors or insufficient privileges to install program. I would assume this problem would also affect the Skype Gateway, 3CX Fax Gateway, and, 3CX Assistant, 3CX VoIP Phone not deployed via active directory. Hopes this helps somebody.
