3rd party CTI API (server-based API)

    We are looking for SIP server with ability to provide 3rd party CTI API to control call server and manage Queues or ACD or Routing point (vendor dependent terminology). We are looking for real 3rd party CTI (server-based functionality), not 1st party (not to control only the specific client API). I would like to ask you to help me find right resources in 3CX for that. Thank you!
