Where can I look to try and find out why audio conference emails are not being sent?
Are you using this steps to create the conference call (https://www.3cx.com/user-manual/call-conference/#h.bdcsiayymc8k) or are you trying to create a conference through IP phones? Please give us an example.
I tried using the Windows 3CX client and also the webportal, both did not send any email announcements. The conference tests all started at the correct times.
I am thinking it is related to this message:

As with most issues, time and reflection resulted in a solution. I found this post:

resulting in email notifications working!
The cause of the problem was password and security settings.
