Call Rebound but not to Voicemail

    I need to create an out of hours mobile phone hunt group for a medical service, I have the VAD and the Call Control API. The calls must always be answered by a person.

    The ideas is a patient calls in and the first member of staff who is on call has their mobile called. If their phone is out of cell range, or they are on another call, or they can't take the call for any reason then the caller will get VM. My idea is that with something like Call Rebound but not to Voicemail the caller could get transferred to the second member of staff who might then be able to take the call or the process would continue.

    Is there anyway I could accomplish this?

    Possibly by not enabling VM for that extension and causing the call to proceed elsewhere?
