When I attempt to start the 3cx application on my phone, it immediately crashes. I have included what I believe to be the relevant information from logcat.

    Hi

    The reason is here:
    " failed loading native library"
This is 3CXphone's SIP core, if not loaded properly, you will get the crash.

However, it seems to be related with earlier
    "skipping raw file update"
You updated previous 3CXphone version or it's a new, fresh install of 1.2.9? If is an update, try to clear data, uninstall, then a new install. I cannot say this will solve the issue, because never got this error on released version, and I don't have the Nexus model you have, to test it.

    Regards

This was a clean install. I suspect the issue is related to something in Android 2.3. Is it possible to try running the client in a 2.3 emulator? It likely won't perform well, but you may have some luck debugging the library issue.
