Error: OutboundRule

    I install the service pack on 3CXv11, thereafter all outbound rules have routes value - BLOCK CALLS.
    I get the error message:
    An exception occurred CreatedOutbandRule Error: OutboundRule
    when I try to change the outbound rule or create a new.

    This might be clients that are not turning off MyPhone (logging out) when they leave for the day.
    I don't think you can do anything except to log off their computer. If I recall, it happens when the server is recycling the 3cx services.

    You can try Backup + Restore - maybe this clears out some database inconsistency which has appeared.
    You can also try to delete all outbound rules and start creating from scratch.

    I reinstalled 3cx system and restored the backup configuration.
    Now it works correctly.
    The problem was that the original was installed from beta version 11.
