    We are using 3CX v15 SP4.

We have noticed that the fax extensions are not able to accept another call while a fax is being received. On a regular extension (under Forwarding Rules), we can set the extension to “Accept multiple calls”.
This is not an option with a fax extension. Please add this capability with fax extensions.

We can only have one fax forwarding option configured on our fax machines. Our fax machines are currently configured to fax forward to the network, which saves the fax as a .pdf on the network rather than killing a tree and having PHI sitting on fax machines in printed form. Because the fax machines are configured for fax forwarding already, we do not have the option to fax forward to another machine when the line is busy.

If you used the built-in fax server of 3cx then it can accept more than 1 at a time. Seems like you're using an ATA right now. You can set it up as a normal extension instead of a fax extension.

The built in fax server only sends fax to email and does not have the functionality of sending to file shares, so this would not work for us.
