I was able to setup most of the 3CX and I can make calls between the VoIP phones that are registered with 3CX but I am not able to make a outgoing call. I did not setup outbound or inbound rules and need help setting up PSTN Device if that is needed

Any help will be grateful, thanks.

Selected part of your post is the answer to your question.

Ok I setup a PSTN device which also had me configure a outbound rule. For inbound it has our providers DID number. Tried another test call and failed to make an outgoing call, inbound calls it will ring about 6 times then give me a error message saying all circuits are busy right now.

Server log shows this

09:55:44.046 [CM503020]: Normal call termination. Reason: Not available
09:55:44.046 [CM503016]: Call(24): Attempt to reach <sip:[email protected]> failed. Reason: Not Registered

edited last post with server status log.

Your posted log simply shows you attempting a call from ext 14 (an SPA942) to ext 35. The call fails because ext 35 isn't registered. There is no sign of an outside call attempt. What model gateway are you using?

When I setup a PSTN device it came up unregistered. So I used the trunk. Teliax. for outbound calls.

Here is the server log for a outbound call.

10:58:52.796 [CM503016]: Call(34): Attempt to reach <sip:1805*******@192.168.xx.xxx> failed. Reason: Not Found

First step is to resolve issue described in your post previous to the quoted one.
Kindly put server logs in code and /code tag. Button "Code" is available in toolbar.

I suspect that you haven't made an outbound rule that includes 18052055197. 3CX doesn't know what to do, where to send the call, when you dial that number. Download and read the manual on how to build an outbound rule, and make sure that your VoIP provider trunk is registering, or it's not going to work.

I rebuilt the outbound rule and it definitely put me one step closer.

Code:
12:13:53.984 [CM503020]: Normal call termination. Reason: Server Failure
12:13:53.984 [CM503016]: Call(38): Attempt to reach <sip:1805*******@192.168.xx.xxx> failed. Reason: Server Failure
12:13:53.984 [CM503003]: Call(38): Call to sip:805*******@lax.teliax.net:5060 has failed; Cause: 503 Service Unavailable; warning: ; internal
12:13:53.953 Connection error Could not contact DNS servers for lax.teliax.net

12:13:49.281 [CM503010]: Making route(s) to <sip:1805*******@192.168.xx.xxx>

12:13:49.265 [CM503001]: Call(38): Incoming call from Ext.14 to <sip:1805*******@192.168.xx.xxx>

Looks like the issue now is not being able to contact the DNS server from my VoIP provider.

12:13:53.953 Connection error Could not contact DNS servers for lax.teliax.net
Is it the next answer?

That is what I am trying to figure out now yes. Why its not being able to reach my providers DNS servers.

Sorry, you had tried to figure out:
1.
I did not setup outbound or inbound rules and need help setting up PSTN Device if that is needed
2.
09:55:44.046 [CM503017]: Call(24): Target is not registered: Ext:Ext.35
3.
10:58:52.796 [CM503014]: Call(34): No known route to target: <sip:[email protected]>

Do you mean that the 4. should be related to
12:13:53.953 Connection error Could not contact DNS servers for lax.teliax.net
?

Thanks

It looks like your PC can't connect with a DNS server to convert the URL teliax.net to it's IP. That's a network, or network settings problem, in either your router or PC. are you able to open a browser and go to a search engine on the 3CX PC?

I made a inbound rule using my providers trunk and DID. the outbound rule I remade following your and Leejor's advice and instead of getting the previous error of

10:58:52.796 [CM503014]: Call(34): No known route to target: <sip:[email protected]>

I am now receiving the error

12:13:53.953 Connection error Could not contact DNS servers for lax.teliax.net

I am double checking with my provider to make sure that I have all the information entered correctly.

Normally, if your router is set to use DHCP, it will pick up a couple of DNS server IP's from your ISP. If the PC's on your network are set for DHCP, they will get the gateway IP (your router) and refer all DNS queries through it.

If you set you PC to a static IP, which is a good idea if it is running 3CX, you need to make sure that you have set both the gateway IP and the DNS server IP the same as your router's LAN IP. You can put in a couple of public DNS server IP's into your PC if you wish.

Alright the computer I have 3cx installed on I set the gateway and preferred and alternate DNS up. this is the new error I am getting.

Code:
13:12:14.765 [CM503016]: Call(43): Attempt to reach <sip:1805*******@192.168.xx.xxx> failed. Reason: Not Found
13:12:14.750 [CM503003]: Call(43): Call to sip:805*******@lax.teliax.net:5060 has failed; Cause: 404 Not Found; from IP:8.3.252.xx:5060
13:12:13.500 [CM503025]: Call(43): Calling VoIPline:805*******@(Ln.10000@Teliax)@[Dev:sip:m(last name)@lax.teliax.net:5060]
13:12:13.265 [CM503004]: Call(43): Route 1: VoIPline:805*******@(Ln.10000@Teliax)@[Dev:sip:m(last name)@lax.teliax.net:5060]
13:12:13.265 [CM503010]: Making route(s) to <sip:1805*******@192.168.xx.xxx>
13:12:13.265 [CM505001]: Ext.14: Device info: Device Identified: [Man: Linksys;Mod: SPA Series;Rev: General] Capabilities:[reinvite, no-replaces, able-no-sdp, recvonly] UserAgent: [Linksys/SPA942-5.1.15(a)] PBX contact: [sip:[email protected]:5060]
13:12:13.250 [CM503001]: Call(43): Incoming call from Ext.14 to <sip:1805*******@192.168.xx.xxx>

Also still having trouble with inbound calls, rings about 6 times then says all circuits are currently busy.
