How to select free line from 5 outbound lines?

If i Have 10 extension numbers (100-110)
and i have provider, that gives me 5 lines for domestic calls
1 provider that gives me international lines
1 provider for cell calls

so how could i make the rule for domestic calls - that everybody could take free line from 5 domestic calls

Is it possible to make different lines for one VOIP operator?
 
I'll try to describe in more details

So I have a VOIP operator XYZ
it gives me the following lines
123456789.1
123456789.2
123456789.3
123456789.4
123456789.5

In line management menu I make differnet registrations so i'll have the following table

Identification | Virt ext. |Prov. name | ...
1 | 10000 | XYZ1 | ...
2 | 10001 | XYZ2 | ...
3 | 10002 | XYZ3 | ...
4 | 10003 | XYZ4 | ...
5 | 10004 | XYZ5 | ...

How should I make the rule for calls when it is possibe to program only 3 rules and I need to make a call from any of my 10 extensions though the available line

And the question was about the line managenet menu. Is it possible that in the column "Provider name" to place one provider to different lines. so it should appear as follows:

I've found the dial plan / rules in 3CX to be 1 of the limiting features.

I'm in Australia but am sure how I've set up can be applied to where you are

I've got 3 VOIP providers

GT - used for domestic calls as they provide a flat rate plan which including mobiles - allows multiple calls
PT - provide cheap international + cheap domestic backup - allows multiple calls
MT - is where my indial numbers are hosted - provides 4 indial lines

I have dial rules as follows

2 rules based on the length of the number dialed - all Aust numbers are either 8 or 10 digits
8 digit local numbers - 1/GT 2/PT 3/MT - the order of the VSP in which the call goes out
10 digit Australian numbers - 1/GT 2/PT 3/MT - long distance + mobile calls are covered by this rule

1 rule bsed on the prefix
0011 1/PT 2/MT 3/GT - is what we dial in Australia to make an international call

It would be much more elegant if 3CX supported a dial plan setup similar to the Linksys SPA3102, but with a bit of lateral htinking I've been able to set up the call outing how I want, with the reliability of 3 VSP routing over 2 ADSL lines.
