I assume this is by design?

    So, when using the DR to receive incoming calls, and having DTMF options to transfer to an extension, if the extension is unregistered the remote caller hears "Call Transfer Failed" and then are dumped back into the DR.

    I assume this is by design - my question is whether there's the option of sending to the extension's voicemail if the call transfer fails? (without having to specifically have that as a DTMF option in it's own right)

    Have you set the option under forwards on the ext.?
    "Transfer to VM if unregistered".

    Yes, that's set properly.
