I have a client with 4 different locations, each with its own network, all within 100 yards of each other. Is there a way for me to setup one main location with the server and gateway and have the 3 other locations function remotely without needing their own gateways? Or will I need to install a gateway at each location?

if they have a vpn between the four locations, then you can setup the phones at the remote sites as extensions if you like. I would use a 4 digit extension list and then you should have ample extension numbers to use at each location. If the employees can transfer between locations, then I would not separate the extensions by location. otherwise in a couple of years you have a mix if extensions all over the place anyways.

Are the sites connected via VPN, if so then you can setup the phones as if they are local to the 3CX server.

If not, look at SBC for Windows or Raspberry Pi
