Occasional Media Server Error = No Incoming audio

Every few calls or so I experience no audio on the incoming side. This error is generated:

I'm guessing that there is a codec issue? I'm using a PAP2 and have limited 3CX and the PAP2 to use G711u ONLY. I've been trying to track down the source of choppy outgoing audio as well. All of the required ports have been forwarded at my router and 3CX passes the firewall test.

3CX is installed on Windows Server 2003 sbs. Do I need to configure any settings within Windows 2003? Windows firewall is disabled due to the use of RAS.
 
This points to a network or firewall related config. If you have a commercial edition with support, you can open up a support ticket so we can give you tips how to configure firewall/network
 
Connecting my Windows Server 2003 SBS box directly to the internet (no router) yields no changes in performance. This seems to point to a NAT/firewall issue within Windows Server. I'm not able to access Windows Firewall because the Routing and Remote Access services are in use.
