Are you certain the destination and port number are correct?

I'm seeing one public IP's but two different port numbers?

    Hello,
Is a way to choose the port for outgoing calls or it must be rounded

    Hello Leejor,
    Thank you for your help
I made each Line as a separate gateway
    in 3CX settings
    and now it works fine

I'm glad it worked out for you. I wasn't sure if you were using a gateway or a VoIP provider. A public IP usually indicate that an outside call is going to a VoIP provider, in which case you would usually be sending to one port, 5060 in most cases.

    Hello Leejor,
Is it possible to choose specified line in devices with 4 ports
like Portech MV-374 Or Grandstream GXW-4104
or it must be with 1 dial Plan and rounded

also why 3CX remove grandstream and linksys and cisco from pre configured gateways
