    Out going calls.

For internal (eg no network outbound calls) you do not need PSTN or SIP.

For External using PSTN network, you need a PSTN line and an ATA.

For External using VOIP (eg broadband) you need a VSP with a SIP account, no ATA is needed as the 3CX box registers direct with your VSP.

    Same applies for incomming calls.

    Hope this helps.

Nope, sip is just one of the many signalling protocols like:

    - QSIG
    - H.225.0
    - ISND
    - SS7
    - H.248
    - Session Initiation Protocol (SIP)
    - H.323
    - MGCP
    - C7
    - C5
    - DTMF
    - R1
    - R2

For good order, and in the context of this forum you are correct.
But you do not need to setup a SIP account as such simply becasue 3CX is your IP-PBX.

But the questions was "do i need a pstn line setup on the server inorder for a voip line to work?" and the answer provided is No which is correct technically.
