Reduce Volume on MOH

Hello
We use Standard MOH (onhold.wav).
As we had complaints from customers that MOH was to load, we reduced the volume of the wav by 9db.
But the volume is automatically ajusted by 3cx.
Now we tried to change AUDIO_PROVIDER_MAX_VOLUME to 10 (which would be 10%). But we do not see much Change.

How can we reduce the volume of MOH?

I am not aware of the 3X software doing any normalizing to the audio level, are you sure you uploaded the new/modified .wav file? Also, although it should not be necessary, did you restart the services?
