Rescan option for changes to phone templates

    Current process is that you have to restart services for phone to see any changes to phone templates.
    I would love an option to either rescan for changes or it just pulls it live and doesn't require a restart of services.

    Makes it very difficult to test changes to custom phone templates if you're required to take the system down for a short time while testing changes.
