If i dial a number that is known to the system i.e an inbound rule is there for it the system makes an outbound call which then comes straight back in. Could 3CX not understand it manages that number and route in internally ?

We would not want this. There are situations where this could not only be undesired, but could also break things.
Just because a PBX has inbound rules for a PSTN number doesn't mean that calls to that number come to that PBX. Porting for example - the rules are set up in advance then PSTN routing changed later.
If you want to do this put in a loopback trunk and route the specific numbers out over that, then they'll come straight back to 3CX.
