Please change the forwarding rules so that the unregistered rule does the same thing as the no answer rule. Right now busy and unregistered are the same. We have many customers that want their calls to forward to their cell phones when they aren't at their desk, but they don't want them to forward while their phone is busy because they are obviously already on another call. The problem is for remote offices or remote workers, if the internet goes down at their location while they aren't at their desk, the busy rule takes over because the phone is unregistered, and they never get the call forwarded to their cell phone. It would make more sense for the unregistered rule to follow the No Answer rule since they cannot answer the phone if it is Unregistered.
