Voicemail Hangs Up After Greeting

has anyone encountered where the Voicemail for certain extension hangs up? The issue is when you dial the extension it rings, the voicemail greeting happens, then there is a beep and call gets terminated and does not allow to leave VM. Currently it's happening on two extension. Phones are registered, and even if the phone is offline and goes to VM directly because the phone is offline it does the same. Can ideas as to why? The extension with the issue is x4973

And this happens from any phone you call them 2 from - internal and external.
The log file above shows that the user hung up. but of course, you are saying this isn't the case...
just trying to dig in a bit and get more info.
Internal Server? Cloud? (reason I ask is you removed IP's. If they are local - no need to do this...)
 
What happens if you dial the VM number (999?), from another extension that has no voicemail, enter the extension number of the set that is having the issue, enter the PIN. Does that get into the mailbox?
