    This has absolutely nothing to do with the phone's internal IP address. The phone simply needs to be running the correct firmware and be provisioned as a router phone; then this won't happen. It makes absolutely no difference what internal IP address you have or how often you change it.

    Is there anything else installed on that same machine? Port 80 is not blocked on Windows by default, it should work perfectly fine unless other softwares are installed and are listening on that port (like IIS perhaps.)

    3CX SMTP is not supported in the Free edition per this blog post. That can only help, though u7 is not current stable. That is update 8a including the security fix. (note if you are running Debian you should enable automatic updates, at least from time to time, to install OS security updates too)
