The 3102 is a two part device. It is both an ATA, LINE 1(analogue telephone adapter) to allow a standard phone to work with a VoIP system like 3CX and a Gateway (the PSTN part) to interface a standard telephone line (the jack coming out of your wall) to VoIP.
The PSTN user tab just contains additional setting pertaining to the PSTN (Gateway) part of the 3102.
Using A 3102 would give you one extension off of 3CX and one 3CX trunk to your local telephone company.
You probably won't be able to use the VoIP functions built into your router as it is probably set up to be used with a VoIP provider on the WAN (internet) side of the router, it probably wouldn't respond to 3CX on the LAN side. If it is not locked to a VoIP provider and you had another router you might be able to use it if both it and the PC running 3CX were behind the other router.
