Yes, only assign Office Phone attribute (E164) and Phone System license to those you want enabled. The other won't be added to the users script.

Thanks! It worked fine, when removing the Phone System license only the users I need show up in the users script.

One question though... I would still need to manually remove the 3CX policy from the users in Teams Admin?

I would recommend doing so. Select the users you want disabled and set all calling/voice policies to the Global one. This will disable it.
