Users in the chat queue without a session started receive WhatsApp chat messages

If we have a Chat queue with 10 users in which only 5 are logged in, if a message enters the queue, the message is received by the 10 users in the queue and not just by the 5 who are logged in. It only happens with Whatsapp, if we also have that queue for web messages, with those it only rings in the 5 with the session started.

This is by design. All members of the queue either they are logged in or not will receive Whatsapp and SMS messages. Of course logged in members will need to take ownership and deal with these messages
