V18.1.2.60 Start new chat icon not showing up in contact list

On the Android app, when I go into my contact list, there are typically three icons shown to the right of each contact in the list (start new call, start new chat, and menu). Yesterday all three of these icons were present for most all of my contacts, but today, the start new chat icon does not show up for any of my external contacts.

This is a new install I have been working on setting up over the course of about a week and the SMS function does work correctly. I just can't initiate a new SMS chat from the contacts list. Any idea why this icon is not available? I have tried different number formats and that does not appear to make any difference. This morning I was looking through many of the settings and options in the 3CX management console, but I didn't change anything that would affect SMS or the chat features (at least I don't think I did). I am still learning...
 
Do these contacts have their number in E164 format?
Is the user allowed to send SMS from the General tab.

Some of the contacts are listed in E164 format. I have tried multiple formats and that doesn't seem to make any difference. Yes the user is allowed to send SMS. Sending and receiving SMS is functioning normal.
 
Check with a contact which is saved in E164 format. In order to send an SMS to a number it MUST be in E164 and only E164.
 
My mistake. The user had SMS enabled, but the route wasn't selected. I am sorry but thank you for the replies. One last question, as I was testing sending and receiving text messages to my own cell phone, I was editing my contact details and changing the phone number to formats other than E164. The SMS messages would still go through, even without the E164 format. Does the system store the phone number somewhere for active SMS messages?
