I am using 3cx windows client and click on Start a Webmeeting. I log in and get the screen asking me to allow use of the microphone and camera. The very first time I do this, it works just fine. If I try to do it again it just hangs there and never asks for permission again. Chrome is set to ask for permission to use those devices. If I go into Settings|Advanced|Content Settings I can delete the entry for my conference and I will get prompted but then Webmeeting will not recognize the webcam any longer. It all worked perfectly the first time I used it. My office machine is Windows 7 Professional.

This is pretty strange and it's something we haven't seen before.

If I try to do it again it just hangs there and never asks for permission again.

What do you mean exactly by "it just hangs"? Could you post a screenshot while it's not responding?
Also if you click F12 and go to the "Console" tab, copy the output there and send it to me via a PM please.

I am trying to send you the output but it will not allow the output in a pm as it says it contains spam

further inquiry shows this works fine on my laptop and my wife's laptop using Windows 10 Professional

I'm seeing a generic webcam exception in the logs you provided:
Code:
checkDevice getUserMedia error DOMException

1) Go to this link: https://webrtc.github.io/samples/src/content/getusermedia/resolution/
Try clicking on the various video resolution buttons to activate your camera. Let me know on which ones it works and on which ones it doesn't work.

2) Could you disconnect and re-connect your webcam and /or give your system a reboot? We've found that on occasion, a webcam can go completely haywire without much reason and will only reset upon disconnecting/reconnecting it.

resetting computer and reconnecting webcam worked one time, then no webcam again. I will try a new web cam and see if that makes a difference. Works great on my laptops

LeonidasG - I am happy to report that using a different webcam solved the problem. The offending webcam was a Logitech Quickcam Pro for Notebooks. I am using it now with an old Microsoft Lifecam HD3000 that was laying around and it works perfect. Something about that particular webcam was faulty for that usage. Anyway, thanks for the troubleshooting and assistance.

We've tried the HD3000 and it works fine no matter what. For the other Logitech cameras i can't say much.

We've found that a very tiny percentage of new webcams out there have problems displaying some of the following resolutions: 640x480, 1280x720, 1920x1080. As you understand, it's extremely rare to find a WebCam that doesn't support the very simple and standard resolutions mentioned above.

There's not much we can do about this for the moment unfortunately.
