Very kindly helped solve my problem within an hour or so.
The solution to my particular scenario was quickly identified as, firewall settings being restrictive.
It was necessary to modify our firewall settings to allow the following FQDNs through to our on-premise 3CX PBX via the PBX https port (As configured in 3cx). If unchanged from the basic 3cx installation, that port is likely to be 5001, but could be 443.

- zone-i.3cx.net

After this we checked that we could access our PBX FQDN from a public IP using the above port (eg https://<my3CX-FQDN>:5001 (seems was not previously possible). When this was shown to be working, a test meeting and recording was conducted and within around 10 minutes the email link was successfully received
Click on the link and the video starts in a web browser. Mouse over the video and click on the 3 dots in the bottom right hand corner to then select "Download" (assuming Microsoft Edge browser in my case). Job done!
To further note, the following link has other FQDNs that should also be allowed through the firewall to the PBX in order to avoid other potential issues.
