    Thats correct. It will fail with No Route Exists with just the department listed.

    Thank you. Yes the department is set. Just tried again with the prefix of +, and the length was left blank. Failure was again noted as "No Route Exists" when dialing a number similar to +61283763930 which includes the + then country code then area code and then phone number.
