    Implemented 911 Capabilities with License Limit is Reached

    Example... If you have a 16SC License and all licenses are used and there is a call to 911, that caller also receives a message saying there are no available licenses. It is crucial for a 911 call to be handled appropriately. Suggest allowing 911 calls regardless of license size.
