Solved 3CX POC License

Good Morning Colleagues
I hope you are doing good . My company is 3CX Affiliate partner .I have currently two try licenses at two of my customers that can be converted successfully to Pro by clicking "POC" . When i create third try license and try to convert it to Pro , The below error received:

ERROR: License key is not activated.

Does anyone have any idea what is the reason for this ?

It was never installed. Install it on a PBX first.

The previous 2 licenses has been converted successfully to Pro before installing them so are you sure this should be the problem ?

I have installed the license then try to change it to POC and it has been changed successfully to Pro.
