3CX won't send welcome email how can I provision on Windows?

Emails are working fine, I got the ones saying backup complete, voicemail notifications etc. I'm making a new user but it will not send them the welcome email. I've clicked resend so many times, changed email addresses nothing. If I resend on other users they work fine and receive the credentials. I need this user up today, how do you provision without using the welcome email?

Edit: We use Mailgun for email, the test email came through fine so it's not an email issue. It will not send the welcome email to any new extension I create, only existing ones.

Perhaps the email is blocking the attachment included in the welcome email? Perhaps it does not like something about that. If the 3CX is sending for other users then it should be sending for all users. You could also try to use the 3CX email service and see if that works.

If the PBX is local to the PBX would be able to see the windows client as a new device in the phones tab of the management console. If the client is listed there you can assign it to an extension and the client will provision.
 
So just to clarify, you're saying it's impossible to provision a softphone on a PC without doing it by the welcome email? You can't download the config from the admin console anywhere? What if someone doesn't use email like a kitchen extension? I've tried everything, existing users get the email fine, but new ones never do. Tried different email servers nothing works. Just got the backup complete one again this morning as well so not sure, very odd. Ended up giving the person an iPad since we could provision it by QR code on that.
 
The 3CX clients can be provisioned via welcome email, QR code and via PnP if the PBX and clients are in the same local LAN.
 
They are not on the same local LAN, but how do I provision by QR code on the Windows softphone? I don't see any option for that anywhere. The users laptop doesn't have a camera either so how does it take a picture of the QR code? I see "Configure Accounts" on the softphone but clicking that only has a back button and a trashcan icon nothing else.

I tried the 3CX SMTP server it sends the test email fine, just no welcome email.

Edit: I just used Bria instead since it just will not send the welcome email to new extensions, it only sends them to existing ones. Kind of ridiculous that the only way to provision a phone requires email. It makes no sense that you can't just download the config file from the admin console. Not all companies are allowed to use email for employees you know.
