3CXTapiSrvProv.tsp failed to register

I'm installing the 3CX tapi drivers on a Windows XP Pro box. I get the following message

Module 3CXTapiSrvProv.tsp failed to register. HRESULT -2147024769. Contact your support personnel.

I am the support personnel. Is there a way to manually register the service? I tried regsvr32 3CXTapiSrvProv.tsp to no avail.
