I have dead cell phones (no carrier) connected to Wi-Fi networks in our remote classrooms. Each number is registered with 911. I have a 911 rule set which works great from our desk phones but not the app. How do I solve this?
 
The 3CX client automatically routes emergency calls to the cellular network. This was done to aid in locating where the caller is rather than expecting 3CX to know where a mobile phone is currently located. As far as I know, this feature cannot be overwritten.

Make sure in the app itself you have the "Divert emergency calls to the GSM dialer" turned off.

Are the phones set to Airplane mode, and then wifi (only) enabled? The majority of mobiles, even with no mobile plan, or SIM installed, will normally attempt to connect an emergency call to a mobile carrier as the default.

That is a good point. They do not have SIMS. I will test this out. Thanks
