Abandoned Chats Report Including Offline Messages

I would like to know why, in 3CX under the Reports section, the 'Abandoned Chats' report also includes messages received outside of business hours, which are marked as Offline. Maybe that's just how it works, but I have no idea. Is there a reason why we are penalized for messages received when we are not on duty?
