Is there any way one can reduce the volume for this and also choose a custom voice for this?

For claification, so there is no way to control the volume? The 3CX is a 4SC Pro edition not a free/SMB.

There are no settings to control volume of prompts no.

In dedicated instals you can replace prompts but the position numbers are separate prompts wav files as is the position announcement prompt. Re recording prompts or downloading them then using an audio tool to reduce volume of the audio, exporting them and replacing the current prompts is required to achieve this outcome.
