Backup route 2 on outbound rules not working

Hopefully someone can help me.

I have 3CX v10 (3CXPSSB) - 8 Simultaneous Calls
On the outgoing rules:
Route 1: Grandstream 4104 with 2 PSTN lines
Route 2: VoIP Provider (VoIP Unlimited)

All incoming calls come through VoIP Unlimited. I have setup an outbound rule with a prefix to test outgoing through VoIP Unlimited, all working correctly.

My problem is if more than 2 people make outgoing calls and both PSTN lines are in use I get:
1. Event ID 12289 No available outgoing trunks in the event log
2. "Rejected! Line is 'busy' because number of simultaneous calls per line is limited by Administrator" in the Activity log

The backup route 2 through the VoIP provider is never used.
 
Create a rule that only uses the VoIP trunk, just to test that calls actually go out properly on that trunk (and that the number of simultaneous calls/allow outgoing, is set properly on the VoIP trunk).

The number of call restriction should only apply to the one trunk group, in your case, 2 on the Grandsteam. If the both members of the first group are in use, additional calls should route to the VoIP provider.
