Block incoming calls from dialing a page group

The system is setup to ring the receptionist at her extension. We have a page group with the number "000". When an outside caller got the reception Voicemail they dialed "000" in an attempt to get the operator but instead they made a campus wide page.

How can we disable access to that page group from the voicemail system?

That option is set to route call transferred from voicemail back to the receptionist's extension
