Can external calls go to voicemail and internal calls ring through

Version 20.0 Update 2 (Build 715 Release)

This question is related to my previous question. One of our school districts would like all DID/External calls to go to voicemail during office hours but allow 4-digit calls between the same users. In my research, it seems that all calls are treated the same if an exception forwarding rule is used. Is there a way to treat the calls differently, or would a creative forwarding rule work?
 
Usually that's simple? Use the default routing. In office -> go to voicemail. Then leave the extensions by default. They are always able to do internal calls.
 
To clarify:

I need user extensions to ring while outside calls go to voicemail during office hours.

In V20, inbound rules per DID are configured in the user/forwarding menu. If I use a simple * in Forwarding/Exceptions and send calls to voicemail, all outside AND inside calls go to voicemail, which I do not want. I don't see another DID routing option other than assigning DIDs via the trunk.

Am I misunderstanding something?
 
I have done a good amount of research on this subject and still have not found a way to send DID calls to VM but allow calls via 4-digit extensions to ring through during business hours. Is there a possibility this feature will be available in future v20 releases?
 
Yes, this has been raised before.
What would be needed, in in the forwarding-settings an option to 'ring my phone normally'

If the option 'ring normally' would be there, you could set your status to 'holiday' (or rename it to something more descriptive) and then you could set that status.
Then external calls couldn't reach you, but your co-workers could.
