Can no longer make outbound calls after IP change.

Our external IP has changed. We successfully changed the phones.whitsell.com A Record to point to the new IP, and I’ve changed all the Network settings from the old to the new. We can receive inbound calls just fine, however calling outbound generates a “Temporarily Unavailable” error and the call log just shows it isn’t answered. Calltower is telling me it’s a PBX problem in that the “Primary IP is Down and the Fallover isn’t working” and I need to bring it up with my PBX vendor.

Again, inbound calls are working fine, but right now we have to use cell phones to dial out. I suspect it has something to do with the fact that it’s old enough that it’s using the old FQDN phones.whitsell.com, as the error started when we were still on the old IP waiting for the A record change to take effect. Thing is when I swapped the PBX to the new IP, it still doesn’t work, and Calltower is telling me the error they see is “Primary IP is down and the fall over IP isn’t working.”
 
Upgraded to latest version of 16 (was 15.5) so now I see the error as:
SIP Server/Call Manager ID 12294
Call or Registration to 5039614151@(Ln.10001@Appia) has failed. 205.196.170.136 replied: 480 Temporarily Unavailable; from IP:205.196.170.130:5060
 
Appia support is telling me that the 3cX PBX is sending the internal local IP, not the External Public IP and that is why they are denying the connection. Where do I go force the PBX to send the External IP and not the Internal one?
 
Have you tried to enable the option "Put Public IP in SIP VIA Header" under SIP Trunk | Options ?
 
Have you tried reboot your firewall, as it may have cached info.
 
In settings, network settings, what are your settings here? do you have your static public IP set ?
 
Yes, the static IP is in the "Put Public IP in SIP VIA Header". I've rebooted the firewall this morning, no change. Yes, the static IP is set to Public.
