Cannot change User Rights for any user

Regardless of whether I create a group or not, I'm unable to change permissions on all users. I want three users to be able to manage the system, but I cannot change any of the drop down permissions, nor put ticks in boxes further down the page.




I'm also unable to change the permissions of any groups I create



What obvious tick box am I missing please?

You need to login as owner to change stuff like this. Also the options from systemadministrator or owner are note changable.
