Cannot see call queues from webclient

Hi

I have a user who wants to be able to add/remove users from call queues, but the user cannot see the call queues in webclient unless I make the user system owner. I dont want to make this user system owner. I have already made the user queue manager under notification pane in the queue editor. Can someone tell me the least rights nessecery for add/remove users in a queue ?
If the user creates a new queue in the webclient, there is no problem seeing the queue and be able to edit, but if it is a queue created by another user or admin, the user cannot see the queue unless it is system owner.
Can someone help me please. This is on V. 18.
As you can see this user is logged into webclient with these rights :

And this is the webclient. No queues are showned.

But if I login to the admin console via the system owner there is 5 queues created.

As I said before, the only right that gives the user access to the queues from webclient is if I cange the rights to "system owner"

You'll need the upgrade to v20 to be able to assign queues/ring groups/IVRs to departments/groups. Then they'll be able to see them.

is upgrade really nessecery. As I said if I change the rights for the user to be system owner, then the user can see all the queues in webclient.

That's expected. System owner can see "system-wide" stuff.

In v20, there's a field to assign a group/department to each call handling entities. So yes, the upgrade is required if you want to give them the ability to control their own queues.
