Can't make an emergency call.

I have just started configured/using 3CX for my work in nz. I successfully installed 3CX phonesystem v10 and softphone.
I can now call anywhere within nz, but I can't call 111 in nz (emergency call).
How I can config 3cx to be able to call it?
I configured prefix is 1, call from extensions is 10-12, calls to number with.. is 3-12, route1 is strip 1 digit, and prepend is empty under outbound rule. I have used 2 digits numbers for extension to aviod mix up with 111.
So if I dial 10 that goes to another phone in my office (internal), and dial 1 + area code(04) - xxx-xxxx (or 1 + xxx-xxxx without area code) goes to external. but I can't dial to emergency call which is 1 + 111 and saying the destination is not found for server log.
14:54:33.936 [CM503016]: Call(29): Attempt to reach <sip:[email protected]:5060> failed. Reason: Not Found

Any suggestions would be greatly appreciated.

Be aware that some (cheap) providers don’t support emergency calls.
Check if your provider support these calls.

You are sending four ones, one too many. Correct your outbound rules.

I have checked with voip provider and they said no limitation to call emergency call.

I also have checked/changed the outbound rule but still the problem persists. But for now, I need to work on other things, so I leave as it is now.

It will be an issue with your outbound rules.

You may need/want to create one specificity for emergency calls and not rely on a general rule to handle everything. In fact you may wish to create two rules, one for any visitors that may not realise that you need to dial 1 for an outside call.

So, rule 1111, four digits long, strip 1, prepend NONE, send out on ...
rule 111, three digits long, strip NONE, prepend NONE, send out on...

Then you can adjust your other rule, by increasing the digit length.

You may want to create a rule that covers any other "short" numbers.
