Is there a way to use a SPA2102 as a Voip Provider? I would like to hook my analog line up to my 3cx phone system. I already own this hardware and hoping there was a way to use it.

No, you will need a Gateway, such as the SPA3102 (the FXO port), to connect to a phone line. The two FXS ports on the 2102 provide battery and ringing to a telephone, just like the phone line coming from your wall jack. You don't want to plug one of those in there.
