Config Server is Not Connected Error

3cx version: 11
OS: Windows 7 Professional.
When I open the Management console: http://localhost:5000/management/MainForm.wgx

I am getting the error Config Server is Not Connected.

Windows services are not started.

Windows & Norton firewall turned off.

When I start the windows services I am getting the error: Error 1068: The dependency service or group failed to start

Did you tried to restart the machine?

I restarted the M/C still it is not working
