Custom Templates not applying. Everything looks ok but old Template stays in place

Fanvil X3U , Cloned 3cx template, modified slight changes and reprovision but old template stays in effect? on V20 rel 3. Are there issues or reasons that the template wouldnt apply? How do I confirm what is going on? Is there a work around? I have never had this issue in the past. Thanks in advance.

Have you removed and recreated the phone and selectively choose the custom template in the phone models list?

Yes. Factoried the phone itself, Removed it from 3cx and added it back and attached it to the "User". The "User" shows that it is using the correct (custom) template.

2. Which functions or configurations would you like to modify through a custom template? And what changes did you make to achieve this?
