I have the same and similar issue installing 3CX from the original debian ISO:
https://www.3cx.com/community/threads/auto-3cx-debian-iso-no-progress.55840/

This is the problem:
The debian ISO will not install or launch the 3cx vpbx system properly but simply finish at a linux prompt. Logging in works and you can do "apt-get update" but you will encounter many hash-errors and the software will not properly setup, install or update.

This is the reason:
It looks like (at least at that time), the debian repository depot entries in "sources.list" were outdated or not properly available so the installation basically fails.

This is the solution:
Edit the sources list using nano and replace the "bad" entries with "valid":
nano /etc/apt/sources.list

Us the mirror list https://www.debian.org/mirror/list and use your country.

My sources.list entries look like this now:
deb http://ftp.ch.debian.org/debian stretch main contrib non-free
deb http://security.debian.org/debian-security/ stretch/updates main contrib non-free
deb http://ftp.ch.debian.org/debian stretch-updates main contrib non-free
