Dial first versus Line first

Hello,
On my first PBX, I noticed that the outgoing calls work nicely when I use the VOIP extension like a cell phone: dial, then hit New Call or Line 1 or Line 2. When I hit New Call first and then dial, the call does not complete.

Is this typical of VOIP systems?

Are you talking about the 3Cx softphone, or another make of VoIP phone specifically? When dialling a VoIP call, all digits are sent from the phone to a provider (or PBX) at once, the same as calls from your mobile phone. Some VoIP sets allow (or require) that a key (or #) be pressed after you have dialled all of the digits. this tells the set that you are done and to now "send" the digits
Some phones have an internal dialplan that allows the set to know (based on the digits you dial) when to send them to the provider (PBX) without the need for a "send", or end-of-dial key press.
