Dialing Mexico gives a 'Forbidden' message.

I had a user try to call a number in Mexico and the display indicated 'Forbidden'. There's nothing in the 'Outgoing Rule' that should prevent the call going out (There are more digits allowed that the number is long). When 3CX was initially set up, I didn't prevent any countries from being called.
Any help is appreciated!!

do you have an outgoing rule specified for outgoing calls to Mexico? the 3CX Server activity log should also help in seeing what goes wrong and why. If you have any further questions or inquiries please let us know.

While calls can be blocked using 3CX outbound rules, as well as blocked to certain countries/regions using other features within 3CX, it would appear as if the forbidden is coming from your Gateway.

I'm not familiar with the Patton Smartnode Branch Exchange, but the name suggests that it probably has the ability to route and reject calls based on the country codes, or other factors.
 
Do you have an outbound rule for International? Are you using a SIP trunk?

Outbound rule (looks like you use 9)

Prefix 9011
STRIP 4 if using most SIP trunks so that it sends only Country CODE and number
